The EMU contract, signed in February 1999 by Mass Transit Railway Kowloon-Canton Railway Corporation (KCRCMTR) and the IKK Consortium (Itochu Corporation, Kinki Sharyo Co., Ltd. and Kawasaki Heavy Industries, Ltd.), provided for the supply of EMUs for the existing East Rail Line and the planned West Rail Line, which was subsequently constructed.
The concept expressed by the customer when it called for bids on the EMU project specified “21st century rolling stock” embodying know-how that would be the most advanced and newest in the world. Tender specifications included rigorous demands one would rarely encounter elsewhere for performance, system specs, quality, overall planning, project promotion criteria and more. The IKK Consortium showed it could fulfill those demands and received the order over extremely stiff competition from companies in France and Germany.
